The Ministry of Environment of the Republic of Panama (MiAMBIENTE) and FSC signed a Memorandum of Understanding on Thursday, 30 October 2025 to strengthen forest governance, promote transparency, and ensure the conservation of forests within Panama’s state forest heritage through certification.  

Juan Carlos Navarro, Minister of Environment of Panama, and Subhra Bhattacharjee, Director General of FSC, signed the agreement during FSC’s General Assembly 2025.  

“Truly for us this strategic joint work with FSC will catapult our forestry sector into true sustainability,” said the Minister. “We think this alliance with FSC is absolutely crucial.” 

“We are allies on a mission and it is my privilege to work with you. Having heard from our members today, I know the FSC collective feels honoured by your presence and very reassured of your commitment to the greater cause, not just FSC,” Subhra said.  

Under the agreement, both parties will collaborate to develop forest governance policies and regulations, strengthen technical capacities, and promote transparency and access to information in the management of natural forests and plantations. 

This agreement aligns with FSC’s mission and with Panama’s National Forest Strategy 2018–2050 and international commitments under the Kunming-Montreal Global Biodiversity Framework, which promotes the sustainable use of biodiversity and the valuation of ecosystem services.
