Government Engagement - Challenges and Opportunities, Case Studies from Europe and Asia-Pacific

There is a strong case for FSC to work with governments to shape forestry policies in setting the legal, regulatory, and institutional frameworks as a significant part of FSC-certified forests are state-owned. With broader regional perspectives, this session will spotlight uniquely positioned countries - Poland, Ukraine, China and Indonesia - and their ongoing collaborations to showcase the engagement with governments in complex negotiations to achieve our mission on the ground with regions’ market leadership, public engagement strategies and innovative solutions.

The session will further discuss the role of the FSC network as well as FSC members as opportunities and challenges emerge in the context of certification of state-owned forest management organizations in these countries as use cases for regional and global solutions for the future of forests.

Cindy

Cindy Cheng, FSC Asia-Pacific

Ms. Cindy Cheng brings over two decades of experience in institutional advancement, corporate sustainability and public-private partnerships. She is known for her strategic vision and ability to build high-impact initiatives, mobilize resources, and secure funding to scale sustainability initiatives. Cindy excels at mobilizing resources and securing funding to scale sustainability programs. She effectively fosters collaborations that respect local nuances while advancing broad environmental objective.

Hartono

Hartono Prabowo, FSC Indonesia

Mr. Hartono PRABOWO is the Technical Director for Indonesia and manages the FSC system in the country. As a forestry expert, he has a role and experience in implementing good forest management practices. Involved in the development and implementation of chains of custody or timber tracking systems, as well as occupational health and safety management systems in the forestry sector. Additionally, Hartono has managed corporate training programmes and has experience in corporate strategic planning and human resource management.

Karolina

Karolina Tymorek, FSC Poland

Ms. Karolina TYMOREK has been advancing the organization’s strategic initiatives in the country since 2017. With a degree in environmental protection and prior experience coordinating conservation projects at WWF Poland, she brings deep expertise in stakeholder engagement—including government relations—supply chain integrity, and the promotion of responsible forest management across Poland’s forestry and wood industries.

Leu

Leu Fedarovich, FSC Europe

Mr. Leu Fedarovich is the Europe Regional Forest Management Manager at the Forest Stewardship Council (FSC), leading initiatives to expand responsible forestry across Europe and neighbouring countries. With an Executive MBA from ESMT Berlin and a background in forest management, international affairs, and experience with the World Bank, commercial forestry, and timber trading organizations, he works closely with governments and authorities in various countries, combining technical expertise with stakeholder engagement to advance sustainable forest practices.

Pavlo

Pavlo Kravets, FSC Ukraine

Mr. Pavlo Kravets has been the FSC Ukraine National Representative since 2011. With a PhD in forestry and a strong position in education and research in forest management, for the last 24 years, he has been a leader in promoting the organization's mission by building a solid base for FSC development in the country. He is one of the initiators for creating the Standard Development Group in 2004, the first FSC Member from Ukraine (2005-2011), and the FSC contact person in Ukraine (2007-2011).

Qinghua

Qinghua Wang, FSC China

Ms. Qinghua WANG brings more than two decades of experience with international organizations across various sectors including poverty alleviation, education, health, and environmental protection. Her comprehensive background in organizational transformation, capacity building, operations, and compliance exceptionally equips her to enhance partnerships with governmental entities, business leaders, and societal stakeholders, advancing the growth of FSC’s leading sustainable forestry initiatives in China.
