Motions 2025

FSC Members propose motions to prioritize issues or ideas that are important for the development of FSC. A motion is a proposal to change or create an FSC Policy or Statute through member discussion, debate and voting.

Powering Change through Collective Member Action

Motions are one of the most powerful tools FSC members have to influence the direction of our work. They enable members to propose changes to FSC’s policies, standards, and governance — and are central to our democratic process. Every motion reflects the commitment of our membership to shape a stronger, more effective FSC. 

The motions process is deliberate and collaborative, designed to ensure clarity, transparency, and thoughtful engagement. All accepted motions are published for review and discussion well before the General Assembly, allowing members to ask questions, offer feedback, and even suggest changes. 

For every General Assembly, the FSC Board of Directors (BoD) designate a Motions Committee and opens the submission process. The FSC Motions Committee (MC) acts on behalf of the FSC Board of Directors with respect to all matters related to the evaluation, refining as appropriate, negotiating the merging of similar motions and acceptance or rejection of motions proposed for the General Assembly.  

Members submit motions via the Motions Platform in the Members' Portal. These motions must be seconded by two other members (each from a different chamber, and not from the same chamber as the proposer). 

For the General Assembly 2025, our members submitted a total of 49 motions by 31st January 2025. And after review by the Motions Committee, 48 motions have been accepted for further discussion and voting at the General Assembly. These proposals cover a wide range of issues and reflect the diversity and priorities of the FSC membership.

Please note: The motions accepted by the Motions Committee are opened for member discussion. Multiple discussions take place in the lead up to the General Assembly for motion proposers to gain feedback and support for their motions. This feedback is used to refine and improve the motions prior to the voting at General Assembly. Motion proposers could amend their motions until 19 September 2025. Only a maximum of ONE motion selected by each Chamber will be eligible for amendments during the GA week. 

All accepted motions will be voted upon by members (in good standing/eligible) during the General Assembly. To learn more about the voting process, visit the Voting Page. 

Motions not considered by the General Assembly: All motions presented to the GA 2025 (contained in the report of the motions committee), which are not considered by the GA 2025, will not be further considered.
